When a Hawaii Project Needs a USDA Feasibility Study

USDA does not require a feasibility study on every Business & Industry loan. The trigger sits in 7 CFR 5001.306: an independent feasibility study is required when the guaranteed loan to a new business exceeds $1 million, when the project is a hotel, motel or tourist or recreational facility, or when the Agency otherwise determines that a study is needed. Existing businesses with a proven operating history can often proceed on historical financials alone, but any Hawaii project that starts a new operation, enters a new market or adds an unproven revenue line should expect the study requirement.

The study must be prepared by an independent, qualified third party with no financial interest in the project's success, and it must address the five components Part 5001 names: market, technical, financial, management and economic feasibility. Lenders submit the study with the guaranteed loan application, and USDA reviews it as part of the Conditional Commitment.

Lender underwriting policyLender credit policyMany approved lenders commission an independent study even below the regulatory trigger.

In Hawaii, studies are reviewed by USDA Rural Development's state office in Hilo as part of the Conditional Commitment process.

What USDA Means by an Independent Feasibility Study Consultant

Part 5001 requires the study to come from an independent consultant: a firm with no ownership in the borrower, no role in selling the project and no fee contingent on the loan closing. The consultant's conclusions must be its own, supported by verifiable data, and the report must state the consultant's qualifications and independence.

In practice, reviewers look for three things: demonstrated experience with the specific asset class, a methodology that matches the five Part 5001 components, and conclusions a lender's credit committee can defend. A study that reads as advocacy for the borrower is the most common reason Hawaii applications stall at review.

Hawaii's island-market, land-tenure and visitor-tax conditions raise the bar further: a consultant who cannot document island-level demand, ground-lease terms and the 2026 tax changes will not carry weight with the reviewer. The Hawaii state office expects the study to anticipate its questions, not react to them.

    • Independence

No ownership, sales role or success fee; the consultant certifies independence in the report.

    • Qualifications

Demonstrated asset-class experience and a stated methodology, disclosed in the study itself.

    • Scope

Market, technical, financial, management and economic feasibility, per 7 CFR 5001.306.

Every Hawaii study we prepare states its independence, qualifications and methodology up front, so the lender and the Hilo reviewer can rely on it without further qualification.

Hawaii Is Mostly Eligible but Has Little Named Precedent

Hawaii does not appear among the ten largest B&I states for 2015–2024 in the national assessment commissioned by the National Rural Lenders Association. Named Hawaii USDA business and community deals since 2015 total about $17.2 million across 17 deals (calculated from the named sample). The largest is a single $10 million B&I guarantee to Hawaiʻi Sea Spirits on Maui for a distillery, retail and café expansion. Community Facilities precedent is deeper and centered on neighbor-island clinics and schools, and REAP has been active: GoFarm Hawaii reports $19.5 million in REAP funding to Hawaii since 2018. No hotel B&I deal has been named in Hawaii, even though hotels are B&I's largest sector nationally. A Hawaii application will usually build its own precedent file, which raises the weight a reviewer places on the independent study.

Where B&I Financing Can Go in Hawaii

Hawaii has no incorporated cities below the county level, and USDA applies a specific rule to the City and County of Honolulu. Based on the 2020 Census, USDA considers only the Urban Honolulu census-designated place (350,964 residents) and the East Honolulu CDP (50,922) urban in character. All other areas of Honolulu County are treated as rural (7 U.S.C. 1991(a)(13)(G), as implemented by USDA Rural Development). That holds even though the Census Bureau's Honolulu urban area covers 853,252 people and reaches Pearl City, Waipahu and Ewa Beach. On that basis, 1,053,385 of Hawaii's 1,455,271 residents, or 72.4 percent, live in B&I-eligible areas (calculated).

    Program Thresholds Differ

Community Facilities projects must be in rural areas of 20,000 or fewer, so Hilo, Waipahu, Kailua, Kaneohe, Kahului and Kihei need individual review for CF. USDA housing programs use their own limits. Housing-eligibility sites that describe Kailua or Hilo as ineligible are not a guide to B&I eligibility. Every Hawaii study we prepare includes a dated, address-level USDA map determination.

    The 2026 Visitor-Tax and Short-Term Rental Shock

    • Transient accommodations tax. Act 96 of 2025, the “Green Fee,” raised the state TAT from 10.25 percent to 11 percent for rental proceeds recognized on or after January 1, 2026. With the 3 percent county TAT, lodging now carries 14 percent. Where general excise tax is passed on at up to 4.712 percent, the total lodging tax load is about 18.7 percent (calculated). The Act's extension of the TAT to cruise fares was enjoined by the Ninth Circuit on December 31, 2025, and the Department of Taxation is not enforcing it.

    • Maui Bill 9. Ordinance 5909, signed December 15, 2025, ends transient vacation rental use in apartment districts for about 7,000 units, including 6,208 listed as short-term rentals as of May 2024. The deadlines are January 1, 2029 in West Maui and January 1, 2031 elsewhere. Owners have filed takings lawsuits, and no injunction had issued as of mid-2026. A 2026 ordinance created a hotel-rezoning path for affected properties.

    • Hotel studies on Maui must model three scenarios: the Bill 9 supply shift toward hotel-zoned inventory, a litigation scenario, and the rezoning path.

    Land Tenure and Reduced-Fee Eligibility

Commercial projects in Hawaii often sit on leasehold land, and lenders require the ground lease to run past loan maturity. B&I program materials list federally recognized tribes as eligible borrowers, and Hawaii has no federally recognized tribe. We found no USDA guidance treating Hawaiian home lands as “tribal lands” for the 7 CFR 5001.454(d) reduced fee. Our position is that this route should be assumed unavailable unless the state office confirms it in writing. Other reduced-fee criteria still apply.

    Reduced-Fee Eligibility (7 CFR 5001.454(d))

    1. The loan is $5 million or less.
    2. The project is in a rural area with a population of 20,000 or fewer that has experienced persistent poverty.
    3. The borrower is a federally recognized tribe or a tribal entity (assumed unavailable in Hawaii absent written state-office confirmation).
    4. The project is in an area designated as a Promise Zone or similar federal designation.
    5. The Agency otherwise determines the project serves a high-need community under the regulation's criteria.

    2026–2027 Program Terms Monitor

A continuing resolution funds USDA at FY2026 levels through December 11, 2026. The President's FY2027 budget request proposes terminating the B&I program, against a FY2026 program level of $1,428,889,000. The proposal is not enacted, but lenders should carry it as a policy-risk disclosure. The House-passed appropriations bill instead raises B&I loan authority to $2.0 billion. Until Congress acts, FY2026 terms govern.

SPUR for Hawaii Meat and Seafood Processors

The SPUR guaranteed loan program (FR Doc. 2026-21858) funds meat, poultry and seafood processing projects at a 90 percent guarantee. The published notice sets a 3 percent upfront fee and a 0.55 percent annual retention fee, requires the lender to hold at least 10 percent of the loan, and places no rural-area restriction on the facility, so processing plants inside excluded cities can qualify. Because SPUR has no geographic restriction, processors in Urban Honolulu qualify even though B&I excludes it. Whether aquaculture counts as seafood processing should be confirmed against the full notice.

    REAP Status

USDA's revised REAP rule (91 FR 62600, FR Doc. 2026-20178) took effect October 16, 2026. Projects must now be fully built and operating before the applicant applies, with 12 months of actual production or savings data; ground-mount solar and wind on cropland are excluded. REAP guaranteed loans remain available. Hawaii REAP-paired projects need bridge or construction financing for the full system cost. Grants are capped at 25 percent of project cost, with maximums of $500,000 for renewable energy systems and $250,000 for energy efficiency improvements.

      Lender Landscape

Hawaii B&I volume runs through a small set of approved lenders, most of them national or regional USDA lenders rather than local banks. A lender with OneRD experience and an existing relationship with the Hilo state office shortens the review cycle; the feasibility study should be scoped to that lender's credit memo format before fieldwork begins.

      Hawaii USDA Feasibility Study FAQ

When does USDA require an independent feasibility study in Hawaii?

When the guaranteed loan to a new business exceeds $1 million, when the project is a hotel, motel, tourist or recreational facility, or when the Agency determines a study is needed (7 CFR 5001.306). Many lenders also commission studies below the regulatory trigger.

Who can prepare a USDA feasibility study for a Hawaii project?

An independent, qualified third-party consultant with no ownership in the borrower, no sales role and no success-based fee. The study must disclose the consultant's qualifications and follow the five Part 5001 components.

How do I choose a feasibility study consultant for a Hawaii USDA loan?

Screen for asset-class experience, Part 5001 methodology and lender references. For Hawaii specifically, the consultant should handle the Honolulu urban determination, island-level demand and storms, visitor taxes and Bill 9, land tenure, energy cost, and SPUR for processors.

Does the consultant need to be located in Hawaii?

No. USDA requires independence and qualifications, not residency. What matters is documented island-level data, the Honolulu determination, and familiarity with the Hilo state office's review expectations.

Are Kapolei, Waipahu or Kailua eligible for B&I?

Yes, on USDA's 2020 determination. Only the Urban Honolulu and East Honolulu census-designated places are treated as urban in Honolulu County, so the rest of Oahu, including Kapolei, Waipahu, Kailua and Kaneohe, is rural for B&I purposes. Each address is still confirmed on the USDA map.

Is Hilo eligible for Community Facilities financing?

Hilo is below 50,000 and eligible for B&I. Community Facilities uses a 20,000-population test, so Hilo, Kailua, Kaneohe, Kahului and Kihei need individual CF review.

Do Hawaiian home lands qualify for the reduced guarantee fee?

We found no USDA guidance treating Hawaiian home lands as tribal lands, and Hawaii has no federally recognized tribe. Assume that route is unavailable unless the state office confirms it in writing. The other reduced-fee criteria still apply.

How do the 2026 visitor taxes affect a hotel study?

The state TAT rose to 11 percent on January 1, 2026, plus a 3 percent county TAT. With general excise tax passed on, the lodging tax load is about 18.7 percent, which the pro forma has to carry.

How does Maui's Bill 9 affect hotel and housing projects?

It ends short-term rental use in about 7,000 apartment-zoned units by 2029 in West Maui and 2031 elsewhere. That should shift visitor demand toward hotel-zoned inventory and add long-term rental supply. Studies model it alongside the pending lawsuits and the rezoning path.

Can a processor in Honolulu use SPUR?

SPUR has no geographic restriction, so meat and seafood processors qualify even in Urban Honolulu, at a 90 percent guarantee. Whether aquaculture counts as seafood should be confirmed against the full notice.

Does the Hilo office handle Guam and the other Pacific jurisdictions?

Yes. The Hawaii and Western Pacific state office also serves Guam, the Northern Mariana Islands, American Samoa, the Federated States of Micronesia, Palau and the Marshall Islands.

      Is B&I funded in FY2027?

A continuing resolution funds USDA at FY2026 levels through December 11, 2026. The President's budget proposes ending B&I, while the House-passed bill raises loan authority to $2.0 billion.

How long does a USDA feasibility study take in Hawaii?

A lender-grade independent study typically runs four to eight weeks depending on asset class and data availability. Island-level data collection and ground-lease review can extend the timeline for neighbor-island projects.

What does 7 CFR Part 5001 contain?

Part 5001 is USDA's consolidated guaranteed lending regulation covering B&I, REAP, Community Facilities and Water and Environmental programs: eligibility, guarantee percentages and fees, application contents, the feasibility study requirement, servicing and liquidation.
