When an Idaho Project Needs a USDA Feasibility Study
USDA does not require a feasibility study on every Business & Industry loan. The trigger sits in 7 CFR 5001.306: an independent feasibility study is required when the guaranteed loan to a new business exceeds $1 million, when the project is a hotel, motel or tourist or recreational facility, or when the Agency otherwise determines that a study is needed. Existing businesses with a proven operating history can often proceed on historical financials alone, but any Idaho project that starts a new operation, enters a new market or adds an unproven revenue line should expect the study requirement.
The study must be prepared by an independent, qualified third party with no financial interest in the project's success, and it must address the five components Part 5001 names: market, technical, financial, management and economic feasibility. Lenders submit the study with the guaranteed loan application, and USDA reviews it as part of the Conditional Commitment.
| Trigger | Basis | Note |
|---|---|---|
| New business, guarantee above $1M | 7 CFR 5001.306(a) | Applies to most ground-up projects and startups seeking a B&I guarantee. |
| Hotel, motel, tourist or recreational facility | 7 CFR 5001.306(a) | Lodging and visitor projects are studied regardless of loan size. |
| Agency discretion | 7 CFR 5001.306(b) | USDA can require a study on any application where feasibility is not self-evident. |
| Lender underwriting policy | Lender credit policy | Many approved lenders commission an independent study even below the regulatory trigger. |
In Idaho, studies are reviewed by USDA Rural Development's state office in Boise as part of the Conditional Commitment process.
What USDA Means by an Independent Feasibility Study Consultant
Part 5001 requires the study to come from an independent consultant: a firm with no ownership in the borrower, no role in selling the project and no fee contingent on the loan closing. The consultant's conclusions must be its own, supported by verifiable data, and the report must state the consultant's qualifications and independence.
In practice, reviewers look for three things: demonstrated experience with the specific asset class, a methodology that matches the five Part 5001 components, and conclusions a lender's credit committee can defend. A study that reads as advocacy for the borrower is the most common reason Idaho applications stall at review.
Idaho's water-rights, urban-fringe and seasonal-demand conditions raise the bar further: a consultant who cannot document Snake Plain water rights, parcel-level eligibility and lodging seasonality will not carry weight with the reviewer. The Idaho state office expects the study to anticipate its questions, not react to them.
Independence
No ownership, sales role or success fee; the consultant certifies independence in the report.
Qualifications
Demonstrated asset-class experience and a stated methodology, disclosed in the study itself.
Scope
Market, technical, financial, management and economic feasibility, per 7 CFR 5001.306.
Every Idaho study we prepare states its independence, qualifications and methodology up front, so the lender and the Boise reviewer can rely on it without further qualification.
Idaho Is Under-Penetrated for B&I, With Deep REAP and New Timber Lending
Idaho does not appear among the ten largest B&I states for 2015–2024 in the national assessment commissioned by the National Rural Lenders Association. Its public B&I record is thin. The named Idaho B&I guarantee we found is $1,288,000 to the Palouse Ice Rink in Moscow, made through Idaho Central Credit Union.
Idaho's visible USDA activity runs through other programs:
REAP: 27 Idaho awards totaling $7,191,103 in a single 2023 round, mostly dairy and farm solar in the Magic Valley.
Community Facilities: a $3.3 million grant for a College of Southern Idaho workforce center in Jerome that houses its food processing technology program.
Timber Production Expansion: a $9 million guarantee to Tamarack Mill in New Meadows.
Meat processing: a $25 million Meat and Poultry Processing Expansion grant to Riverbend Meats in Idaho Falls.
Idaho is an under-penetrated B&I market. There is less competition for allocation, but fewer experienced local lenders, so a reviewer-ready feasibility study carries more weight.
Where B&I Financing Can Go in Idaho
B&I eligibility excludes any city or town above 50,000 population, measured by the latest decennial census, together with the urban area contiguous and adjacent to it (7 CFR 5001.3). Eight Idaho cities exceeded 50,000 in 2020, including Twin Falls at 51,807. Together they held 742,852 of the state's 1,839,106 residents, so at most 59.6 percent of Idahoans live in B&I-eligible territory (calculated). The true share is lower once residents of contiguous urban fringes are removed.
| City | 2020 Census | July 1, 2025 estimate |
|---|---|---|
| Boise | 235,684 | 238,429 |
| Meridian | 117,810 | 142,988 |
| Nampa | 100,414 | 120,384 |
| Idaho Falls | 65,605 | 71,785 |
| Caldwell | 60,138 | 76,629 |
| Pocatello | 56,745 | 58,771 |
| Coeur d'Alene | 54,649 | 58,179 |
| Twin Falls | 51,807 | 56,216 |

Eligibility Screen for Buyer-Intent Markets
These are desk screens under the 5001.3 rule, not USDA map determinations. Every study confirms the address.
| Region | Screens eligible | Split or likely ineligible (verify) |
|---|---|---|
| Treasure Valley | Emmett, Payette, Fruitland, Mountain Home | Eagle, Star, Kuna, Middleton |
| Magic Valley | Jerome, Buhl, Gooding, Hagerman, Burley, Rupert | Kimberly (Twin Falls fringe) |
| Eastern Idaho | Rexburg, St. Anthony, Ashton, Island Park, Driggs, Victor, Blackfoot, Soda Springs | Ammon (Idaho Falls), Chubbuck (Pocatello) |
| Central mountains | Ketchum, Sun Valley, Hailey, McCall, Cascade, Stanley, Salmon | — |
| North Idaho | Sandpoint, Bonners Ferry, Priest River, Kellogg, Wallace, Lewiston, Moscow, Grangeville, Orofino | Post Falls, Hayden, Rathdrum (Coeur d'Alene urban area) |
USDA's B&I guarantee in Moscow confirms that site was eligible at obligation. Post Falls (38,485 in 2020) is below 50,000 but sits in the Coeur d'Alene urban area.
2030 Census Watch
Eligibility is fixed to the 2020 count until the next census. Meridian grew 21.4 percent and Caldwell 27.4 percent from 2020 to 2025 (calculated). The 2030 Census will likely pull more of Eagle, Star, Middleton, Kuna and the Post Falls–Rathdrum corridor into excluded territory, so long-dated deals there benefit from origination under current boundaries.
Snake Plain Water Rights Are the First Idaho Credit Question
On the Eastern Snake Plain Aquifer, water rights decide feasibility before demand does.
2026 curtailment. The Idaho Department of Water Resources' April 16, 2026 order projected a 181,600 acre-foot shortfall to senior surface-water users and set a curtailment priority date of October 11, 1900. The updated May 2026 order affected 924 groundwater rights held by 736 people. Crop water need for April through June 2026 ran 137 percent of the 2000–2025 average.
Mitigation plans. Protection depends on membership in an approved mitigation plan. Under the November 15, 2024 settlement, seven Surface Water Coalition members and nine groundwater districts agreed to pumping and delivery reductions. In 2025 the Legislature set a state-funded managed recharge goal of 350,000 acre-feet a year.
Supply routes for new projects. A new food processing, dairy or industrial project cannot rely on a new junior groundwater appropriation. Its study must document one of three routes: a senior right transferred to the site, a municipal supply from a protected city, or participation in a groundwater-district mitigation plan.
Every Idaho study we prepare on the Snake Plain includes a water-rights and mitigation opinion, and stress-tests district assessments that rise with shortfalls.
2026–2027 Program Terms Monitor
A continuing resolution funds USDA at FY2026 levels through December 11, 2026. The President's FY2027 budget request proposes terminating the B&I program, against a FY2026 program level of $1,428,889,000. The proposal is not enacted, but lenders should carry it as a policy-risk disclosure. The House-passed appropriations bill instead raises B&I loan authority to $2.0 billion. Until Congress acts, FY2026 terms govern.
| Loan size | Guarantee | Notes |
|---|---|---|
| Up to $5M | 85% | Enhanced tier for smaller loans. |
| $5M–$10M | 80% | Standard mid-tier guarantee. |
| $10M–$25M | 70% | Maximum guarantee percentage at the top tier. |
| Fees | 3% upfront, 0.55% annual | Reduced fee possible under 7 CFR 5001.454(d). |
SPUR for Idaho Beef and Trout Processors
The SPUR guaranteed loan program (FR Doc. 2026-21858) funds meat, poultry and seafood processing projects at a 90 percent guarantee. The published notice sets a 3 percent upfront fee and a 0.55 percent annual retention fee, requires the lender to hold at least 10 percent of the loan, and places no rural-area restriction on the facility, so processing plants inside excluded cities can qualify. Because SPUR has no geographic restriction, processing plants in excluded Twin Falls and Idaho Falls qualify. Trout fillet and value-added processing plausibly fits seafood processing; whether on-farm grow-out qualifies should be confirmed against the full notice.
Timber Production Expansion Guarantees
In March 2026, USDA announced $115 million in Timber Production Expansion guaranteed loans across eight states, including $9,000,000 to Tamarack Mill LLC in New Meadows. This program is a new USDA credit option for Idaho sawmills.
REAP Status
USDA's revised REAP rule (91 FR 62600, FR Doc. 2026-20178) took effect October 16, 2026. Projects must now be fully built and operating before the applicant applies, with 12 months of actual production or savings data; ground-mount solar and wind on cropland are excluded. REAP guaranteed loans remain available. Idaho REAP-paired projects need bridge or construction financing for the full system cost. Grants are capped at 25 percent of project cost, with maximums of $500,000 for renewable energy systems and $250,000 for energy efficiency improvements.
Capital Stacking in Idaho
Idaho Commerce Community Development Block Grants are already paired with USDA financing: $500,000 each for the McCammon fire station and a Cascade water project. In north Idaho, the Panhandle Area Council and the Clearwater Economic Development Association provide gap business financing and work with Rural Development.
Medicaid and Assisted Living
Idaho does not operate a certificate-of-need program for assisted living, so new supply can enter freely. House Bill 345, signed March 19, 2025, moves Idaho Medicaid toward comprehensive managed care. Work requirements for expansion adults take effect January 1, 2027.
Reduced-Fee Eligibility (7 CFR 5001.454(d))
- The loan is $5 million or less.
- The project is in a rural area with a population of 20,000 or fewer that has experienced persistent poverty.
- The borrower is a federally recognized tribe or a tribal entity.
- The project is in an area designated as a Promise Zone or similar federal designation.
- The Agency otherwise determines the project serves a high-need community under the regulation's criteria.

Lender Landscape
Idaho B&I volume runs through a small set of approved lenders, most of them national or regional USDA lenders rather than local banks. A lender with OneRD experience and an existing relationship with the Boise state office shortens the review cycle; the feasibility study should be scoped to that lender's credit memo format before fieldwork begins.

Idaho USDA Feasibility Study FAQ
When does USDA require an independent feasibility study in Idaho?
When the guaranteed loan to a new business exceeds $1 million, when the project is a hotel, motel, tourist or recreational facility, or when the Agency determines a study is needed (7 CFR 5001.306). Many lenders also commission studies below the regulatory trigger.
Who can prepare a USDA feasibility study for an Idaho project?
An independent, qualified third-party consultant with no ownership in the borrower, no sales role and no success-based fee. The study must disclose the consultant's qualifications and follow the five Part 5001 components.
How do I choose a feasibility study consultant for an Idaho USDA loan?
Screen for asset-class experience, Part 5001 methodology and lender references. For Idaho specifically, the consultant should handle urban-fringe eligibility; Snake Plain water rights; seasonal lodging demand; processing supply contracts; Medicaid managed care for assisted living; and SPUR for processors.
Does the consultant need to be located in Idaho?
No. USDA requires independence and qualifications, not residency. What matters is documented parcel-level eligibility, water-rights analysis, and familiarity with the Boise state office's review expectations.
Is Twin Falls eligible for B&I?
No. Twin Falls had 51,807 residents in 2020, above the 50,000 threshold, so the city and its contiguous urban area are excluded. Nearby Jerome, Buhl, Gooding, Burley and Rupert screen as eligible, and SPUR covers meat and seafood processing even inside Twin Falls.
Are Post Falls, Hayden, Ammon or Chubbuck eligible?
Each is below 50,000 but sits in or beside an excluded urban area: Coeur d'Alene, Idaho Falls or Pocatello. Eligibility depends on the exact address, so every study includes a dated map determination.
How do Snake Plain water rights affect a USDA feasibility study?
In 2026, curtailment reached 924 groundwater rights junior to October 11, 1900, and protection depends on an approved mitigation plan. A new processing or dairy project needs a documented senior right, a protected municipal supply, or mitigation-plan participation before its market analysis matters.
Can an Idaho trout or beef processor use SPUR?
SPUR guarantees 90 percent of loans for meat, poultry and seafood processing, with no geographic restriction. Trout processing plausibly fits seafood processing; on-farm grow-out should be confirmed against the full notice.
Does Idaho require a certificate of need for assisted living?
No. Idaho runs no CON program for assisted living, so competing supply can enter freely. Medicaid is moving to managed care under House Bill 345.
Is B&I funded in FY2027?
A continuing resolution funds USDA at FY2026 levels through December 11, 2026. The President's budget proposes ending B&I, while the House-passed bill raises loan authority to $2.0 billion.
How long does a USDA feasibility study take in Idaho?
A lender-grade independent study typically runs four to eight weeks depending on asset class and data availability. Water-rights documentation and mitigation-plan verification can extend the timeline for Snake Plain projects.
What does 7 CFR Part 5001 contain?
Part 5001 is USDA's consolidated guaranteed lending regulation covering B&I, REAP, Community Facilities and Water and Environmental programs: eligibility, guarantee percentages and fees, application contents, the feasibility study requirement, servicing and liquidation.
