When an Iowa Project Needs a USDA Feasibility Study
USDA does not require a feasibility study on every Business & Industry loan. The trigger sits in 7 CFR 5001.306: an independent feasibility study is required when the guaranteed loan to a new business exceeds $1 million, when the project is a hotel, motel or tourist or recreational facility, or when the Agency otherwise determines that a study is needed. Existing businesses with a proven operating history can often proceed on historical financials alone, but any Iowa project that starts a new operation, enters a new market or adds an unproven revenue line should expect the study requirement.
The study must be prepared by an independent, qualified third party with no financial interest in the project's success, and it must address the five components Part 5001 names: market, technical, financial, management and economic feasibility. Lenders submit the study with the guaranteed loan application, and USDA reviews it as part of the Conditional Commitment.
| Trigger | Basis | Note |
|---|---|---|
| New business, guarantee above $1M | 7 CFR 5001.306(a) | Applies to most ground-up projects and startups seeking a B&I guarantee. |
| Hotel, motel, tourist or recreational facility | 7 CFR 5001.306(a) | Lodging and visitor projects are studied regardless of loan size. |
| Agency discretion | 7 CFR 5001.306(b) | USDA can require a study on any application where feasibility is not self-evident. |
| Lender underwriting policy | Lender credit policy | Many approved lenders commission an independent study even below the regulatory trigger. |
In Iowa, studies are reviewed by USDA Rural Development's Iowa state office as part of the Conditional Commitment process.
What USDA Means by an Independent Feasibility Study Consultant
Part 5001 requires the study to come from an independent consultant: a firm with no ownership in the borrower, no role in selling the project and no fee contingent on the loan closing. The consultant's conclusions must be its own, supported by verifiable data, and the report must state the consultant's qualifications and independence.
In practice, reviewers look for three things: demonstrated experience with the specific asset class, a methodology that matches the five Part 5001 components, and conclusions a lender's credit committee can defend. A study that reads as advocacy for the borrower is the most common reason Iowa applications stall at review.
Iowa's biofuel-policy, animal-disease and urban-fringe conditions raise the bar further: a consultant who cannot document parcel-level eligibility, 45Z and pipeline scenarios and avian-influenza downtime will not carry weight with the reviewer. The Iowa state office expects the study to anticipate its questions, not react to them.
Independence
No ownership, sales role or success fee; the consultant certifies independence in the report.
Qualifications
Demonstrated asset-class experience and a stated methodology, disclosed in the study itself.
Scope
Market, technical, financial, management and economic feasibility, per 7 CFR 5001.306.
Every Iowa study we prepare states its independence, qualifications and methodology up front, so the lender and the Iowa reviewer can rely on it without further qualification.
Iowa's USDA Record: Regional Hotels, Rural Hospitals and Food Systems
Iowa does not appear among the ten largest B&I states for 2015–2024 in the national assessment commissioned by the National Rural Lenders Association, and the report does not mention Iowa. Iowa's named precedents are concentrated:
- B&I guarantees for a 116-room hotel in Mason City ($15,000,000) and an 84-room hotel next to Ottumwa's Bridge View Center ($6,662,000).
- Community Facilities hospital financing: $35,000,000 for Winneshiek Medical Center in Decorah and $27,500,000 for Floyd County Medical Center in Charles City.
- The first B&I CARES Act loan in the country, $2,300,000 for Eagle's Catch, a tilapia farm in Ellsworth.
- An $11,100,000 Food Supply Chain guarantee for freeze-dried egg maker Nutriom in Panora.
Iowa hotel studies in regional towns therefore have direct precedent. Private health care and senior care operators need B&I and a study that explains why Community Facilities does not fit.
Where B&I Financing Can Go in Iowa
B&I eligibility excludes any city or town above 50,000 population, measured by the latest decennial census, together with the urbanized area contiguous and adjacent to it (7 CFR 5001.3). Eleven Iowa cities exceeded 50,000 in 2020. Together they held 1,007,009 of the state's 3,190,369 residents, so at most 68.4 percent of Iowans live in B&I-eligible territory (calculated). The true share is lower once the suburban fringes are removed.

Eligibility Screen for Buyer-Intent Markets
These are desk screens under the 5001.3 rule, not USDA map determinations. Every study confirms the address.
| Screen | Places |
|---|---|
| Check the map first (urban fringe) | Altoona, Pleasant Hill, Norwalk, Waukee, Grimes, Polk City, Bondurant, Bettendorf, Le Claire, Walcott, Cedar Falls, Marion, Coralville, North Liberty, Tiffin, Asbury, Peosta, Gilbert, Carter Lake |
| Likely eligible | Indianola, Winterset, Adel, Perry, Nevada, Spirit Lake, Okoboji, Clear Lake, Decorah, Pella, Amana, Dyersville, McGregor, Maquoketa, Centerville, Le Mars, Fort Dodge, Marshalltown, Burlington, Muscatine, Clinton, Storm Lake, Carroll, Denison, Spencer, Sioux Center, Orange City, Shell Rock, Eagle Grove, Forest City |
| Eligible in practice | Mason City and Ottumwa, where USDA issued B&I hotel guarantees in 2022–23 |
Carter Lake sits beside Omaha, and the Sioux City urbanized area reaches into Nebraska and South Dakota, so cross-border sites need a map determination.
Ethanol and Crush Underwriting: The 45Z and Pipeline Questions
Iowa leads the nation in biofuels, and federal policy now sets the credit horizon. Iowa's 42 ethanol plants produced 4.6 billion gallons in 2025, 28 percent of U.S. output. Biodiesel output fell to 266 million gallons, down about 25 percent from 2024 (Iowa Renewable Fuels Association, an industry association).
The 2025 reconciliation law (P.L. 119-21) extended the 45Z clean fuel production credit to fuel sold through December 31, 2029. It also requires feedstock from the U.S., Canada or Mexico for fuel produced after 2025, and removed the higher credit for sustainable aviation fuel.
The Summit Carbon Solutions CO2 pipeline, which would lower ethanol carbon-intensity scores, remains unbuilt and contested:
- South Dakota banned eminent domain for CO2 pipelines in March 2025.
- Summit revised its Iowa route in May 2026, dropping 8 counties.
- In June 2026, Iowa regulators required proof of sequestration approvals and secured routes.
New crush capacity has come online at Alta (Platinum Crush, 38.5 million bushels a year) and Shell Rock (110,000 bushels a day). Every Iowa biofuel study we prepare runs a no-pipeline base case and sets 45Z to zero after 2029.
The Gambling Screen and Iowa Casino Supply
Under 7 CFR 5001.127(b), "an entity is ineligible if it derives more than 15 percent of its annual gross revenue (including any lease income from space or machines) from gambling activity, excluding State-authorized lottery proceeds or Tribal-authorized gaming proceeds." For REAP grants, any gambling income now makes an applicant ineligible (91 FR 62600, effective October 16, 2026). The screen applies to the borrower: a hotel near a casino remains eligible unless it takes gaming revenue itself. Iowa has 19 state-licensed casinos, which generated $1,681,845,400 in adjusted gross revenue in calendar 2025, down 0.7 percent from 2024 (Iowa Racing and Gaming Commission). A 20th, in Cedar Rapids, is expected to open in December 2026. Casino hotels in Council Bluffs, Dubuque, Burlington, Waterloo, Riverside and Altoona are competing supply that hotel studies must include.
2026–2027 Program Terms Monitor
A continuing resolution funds USDA at FY2026 levels through December 11, 2026. The President's FY2027 budget request proposes terminating the B&I program, against a FY2026 program level of $1,428,889,000. The proposal is not enacted, but lenders should carry it as a policy-risk disclosure. The House-passed appropriations bill instead raises B&I loan authority to $2.0 billion. Until Congress acts, FY2026 terms govern.
| Loan size | Guarantee | Notes |
|---|---|---|
| Up to $5M | 85% | Enhanced tier for smaller loans. |
| $5M–$10M | 80% | Standard mid-tier guarantee. |
| $10M–$25M | 70% | Maximum guarantee percentage at the top tier. |
| Fees | 3% upfront, 0.55% annual | Reduced fee possible under 7 CFR 5001.454(d). |
SPUR for Iowa Protein Processors
The SPUR guaranteed loan program (FR Doc. 2026-21858) funds meat, poultry and seafood processing projects at a 90 percent guarantee. The published notice sets a 3 percent upfront fee and a 0.55 percent annual retention fee, requires the lender to hold at least 10 percent of the loan, and places no rural-area restriction on the facility, so processing plants inside excluded cities can qualify. Pork, poultry and egg processors qualify anywhere in Iowa, including inside excluded cities, but northwest Iowa's avian influenza history makes biosecurity central to any study.
REAP Status
USDA's revised REAP rule (91 FR 62600, FR Doc. 2026-20178) took effect October 16, 2026. Projects must now be fully built and operating before the applicant applies, with 12 months of actual production or savings data; ground-mount solar and wind on cropland are excluded. REAP guaranteed loans remain available. Iowa REAP-paired projects need bridge or construction financing for the full system cost. Grants are capped at 25 percent of project cost, with maximums of $500,000 for renewable energy systems and $250,000 for energy efficiency improvements.

Lender Landscape
Iowa B&I volume runs through a small set of approved lenders, most of them national or regional USDA lenders rather than local banks. A lender with OneRD experience and an existing relationship with the Iowa state office shortens the review cycle; the feasibility study should be scoped to that lender's credit memo format before fieldwork begins.

Iowa USDA Feasibility Study FAQ
When does USDA require an independent feasibility study in Iowa?
When the guaranteed loan to a new business exceeds $1 million, when the project is a hotel, motel, tourist or recreational facility, or when the Agency determines a study is needed (7 CFR 5001.306). Many lenders also commission studies below the regulatory trigger.
Who can prepare a USDA feasibility study for an Iowa project?
An independent, qualified third-party consultant with no ownership in the borrower, no sales role and no success-based fee. The study must disclose the consultant's qualifications and follow the five Part 5001 components.
How do I choose a feasibility study consultant for an Iowa USDA loan?
Screen for asset-class experience, Part 5001 methodology and lender references. For Iowa specifically, the consultant should handle urban-fringe eligibility, biofuel policy, the gambling screen and casino competition, avian influenza, and SPUR for processors.
Does the consultant need to be located in Iowa?
No. USDA requires independence and qualifications, not residency. What matters is documented parcel-level eligibility, biofuel and animal-disease scenario analysis, and familiarity with the Iowa state office's review expectations.
Are Altoona, Waukee, Coralville or Bettendorf eligible for B&I?
Each sits beside a city above 50,000 (Des Moines, Iowa City or Davenport) and may fall in its urbanized area, so eligibility depends on the exact address. Every study includes a dated USDA map determination.
Does a nearby casino make my hotel ineligible?
No. The 15 percent gambling limit applies to the borrower's own revenue. Casino hotels are competing supply that the study must include, and a hotel that leases space or machines for gaming must test its own gaming share.
How should an ethanol or crush study treat 45Z and the Summit pipeline?
Underwrite to the credit ending after 2029 and to a base case without carbon capture, because the pipeline remains unbuilt and contested. Pipeline-dependent carbon-intensity improvements belong in an upside case only.
Can an Iowa pork or egg processor use SPUR?
Yes. SPUR guarantees 90 percent of loans for meat, poultry and seafood processing with no geographic restriction, at a 3 percent fee and 0.55 percent retention. Northwest Iowa's avian influenza history makes biosecurity and downtime analysis essential.
Has USDA financed Iowa hotels?
Yes. USDA guaranteed $15,000,000 for a 116-room hotel in Mason City and $6,662,000 for an 84-room hotel in Ottumwa.
Is B&I funded in FY2027?
A continuing resolution funds USDA at FY2026 levels through December 11, 2026. The President's budget proposes ending B&I, while the House-passed bill raises loan authority to $2.0 billion.
How long does a USDA feasibility study take in Iowa?
A lender-grade independent study typically runs four to eight weeks depending on asset class and data availability. Urban-fringe eligibility checks and biofuel scenario work can extend the timeline.
What does 7 CFR Part 5001 contain?
Part 5001 is USDA's consolidated guaranteed lending regulation covering B&I, REAP, Community Facilities and Water and Environmental programs: eligibility, guarantee percentages and fees, application contents, the feasibility study requirement, servicing and liquidation.
